If the EMLOS are eligible, than yes. Our 9 man rules stated you had to have 4 blockers at all times. Only 1 EMLOS can be eligible at a time.

I say they are legal.

Do they have a rule on how many can be in the backfield?

I would think they would only allow 3 in the backfield since you have 2 less players
One less back one less lineman?

This was just a question, I actually have no clue about 9 man football

In my experience, the rule is usually 5 on the line, with the ends being eligible.

Even when they are covered by a Wide out?  That would be the real question. 🙂

Yeah
I looked up 9 man and it is that.

I just never ran into that
