When I first started watching football, Andy Kelly at the University of Tennessee used to do this in situations where you might go for it on 4th down. I'm pretty sure they also referred to it as a quick kick then too.

Whatever the down, distance, and field position is, when you punt without "showing punt", that's it. In fact when teams show place kick and punt instead, I consider that quick kicking too.
