Is the only reason for these recent "resource limit reached" intervals a lack of money? Or is it a lack of volunteer's maintenance time? Or something else?

money
What is beautiful, lives forever.
What is needed is someone slightly tech savvy, with a knowledge of WordPress, who can perform the necessary tasks to keep the bad guys from hogging our resources (and finding out what those tasks are) and to work with the hosting company's support team to identify ways to keep the site lean and mean.
I have moved the hosting plan to one that is good through November and then renews at $275 for a two year term. There are some other plugin licenses and such that may cost, but it is not a crazy amount.
If someone steps up to be responsible for finding the money and doing these things (it could be more than one person), I can make sure the domain name stays active indefinitely.
Don't cross my path.
I've been in IT for awhile, mostly on the Windows side. A bit of experience with Microsoft IIS and a little with Apache. No knowledge of Wordpress, but I can try and learn. I can pick up the $275 in November for 2 years and maybe pass the hat to try and recoup some of that.
So, yeah. Let me try and find some Wordpress tutorials.
What's going on with the resources? DDOS attacks? Are they actually taking over the servers and using them for crypto-mining/bots?
When in doot . . . glass and oot.
