Adding toe explosion / calf twitch to sprinting

I've been working with son on speed drills since he was 8 (he's 12 now).  Although he's always been one of the fastest players on his team, I've noticed that unlike myself and other pure sprinters, he runs heel/toe even at top speed and he doesn't have that calf twitch / explosion off the balls of his feet.  It always came natural to me.  I've been able to fix and improve every aspect of his running form except this one.

Any tips or suggestions on how to add this last piece? Thanks.

A technique flaw is a neurologic flaw. The motor patterns havent been made and there for the strength hasnt been acquired.

Tips?

1 legged jumps for distance modified.. start i leg off the ground...have cue for flexing the calf and then jump for distance...landing on same leg

Jumping rope

Essentially hes not comfortable because he lacks the special little strength neurologicly to flex the foot.

I can explain it to you, I can't understand if for you.
